There is `pkg_add -u' which can update (almost) every package you have
installed on your system. It relies on the PKG_PATH environment
variable to be set to a location where packages are held (like a FTP
mirror, local disk, CD-ROM).

You can update OpenBSD by using the normal installation media, and
chosing "Update" instead of install. This uses the standard
tarballs, but excludes the etc dist, since well.. That should be
merged manually. There are upgrade guides available here:

look through the rest of the FAQ, as it contains quite a lot of good
information.
